Monday, January 23, 2023

The Regular Meeting of the Hickory County Library Board was held January 23, 2023 at 10 am in the Hickory County Library Community Room, at the Hickory County Library, 18376 New Hermitage Drive, Hermitage, Missouri, 65668.

President Shelly Aubuchon called the meeting to order at 10:06 am.

Members present were:
President, Shelly Aubuchon
Treasurer, Brenda Charles
Trustee, Eleanora Smith
Stacy Coulsell, Library Administrator
Vice-President, Ernest Jenkins and Secretary Judy Baker were absent.
Attendance was taken via
the expense voucher.

Eleanora Smith moved to add Election of Officers to Old Business. After noting no additions, she
moved to accept the Agenda as presented. Brenda Charles seconded and the motion carried
unanimously.

Brenda Charles moved to accept the minutes from the December Regular Meeting as read;
Eleanora Smith seconded and the motion carried unanimously.

It was noted that the Regular Library Board meeting for January had been rescheduled to January
23, 2023 due to the regular meeting date falling on federal holiday, Martin Luther King, Jr.
Day.

Library Administrator Stacy Coulsell gave her monthly Administrator’s Report. Coulsell
reported that the Library had completed that Annual Statistical Report. She noted that the monthly Story Hour with Hermitage Preschool continued. Coulsell is investigating summer programming and has been interviewing Library Volunteers for different projects. Administrator Coulsell noted that the McBrayer Memorial project is slated for later in the spring. Coulsell is investigating quotes for a new copier and exploring new fixture upgrades for 2023.

The balance as of January 23, 2023 was $189,617.55. It was noted that this includes the January
Tax Collection from the County. Eleanora Smith moved to accept the Financial Reports for
December as presented. Brenda Charles seconded and the motion carried unanimously.

Coulsell presented the Circulation Report for December: The Library had 11 new cards with a
Total Circulation of 2,947 in December. Total overall circulation of the items in the Library for
the year ended at 45,925.

Under President’s Report - there was none.

Under Library Association Report - it was noted that the Annual USDA Report is due February
28, 2023.

Under Friends of the Library - it was noted that the Friends of the Library had been represented at
the Light the Dam event hosted by the Pomme De Terre Chamber of Commerce. The Friends of
the Library also had participated in the Annual Hermitage Christmas Parade.

Under Old Business - it was noted that the Funds from the 2022 Equalization funds had been
expended. Administrator Coulsell gave an update on the Status of the Kaysinger Basin Grant
project.

Also Under Old Business - President Shelly Aubuchon called for the Nominating Committee to
present a slate of officers for 2023. Brenda Charles and Eleanora Smith presented a slate of
officers. Brenda Charles moved to elect Eleanora Smith as Secretary and for all other offices to
be retained. Eleanora Smith seconded and the motion carried unanimously.

Under New Business - Administrator Coulsell presented the Fourth Quarter Financial Balance
Report. Eleanora Smith moved to accept the report as presented. Brenda Charles seconded and
the motion carried unanimously.

Hearing no public comment and having no further business the meeting adjourned at 10:45am.
