January 2021 Regular Monthly Meeting

Monday, January 25, 2021
The regular meeting of the Hickory County Library Board was held January 25, 2021 at 11:00am
in the Hickory County Library Community Room, at the Hickory County Library, 18376 New
Hermitage Drive, Hermitage, Missouri, 65668.
Members present were:
President, Shelly Aubuchon
Vice-President, Ernest Jenkins
Treasurer, Brenda Charles
Trustee, Eleanora Smith
Stacy Coulsell, Library Administrator
Secretary Judy Baker was absent.
Attendance was taken via the expense voucher.
President Shelly Aubuchon called the meeting to order at 11:02am.
Ernest Jenkins moved to accept the Agenda as presented, adding one item to New Business,
Brenda Charles seconded and the motion carried.
Brenda Charles moved to accept the minutes as read. Eleanora Smith seconded and the motion
carried.
Library Administrator Coulsell gave her Administrator’s Report. Coulsell reported that the
Library continue to have homeschooling student Lillee Griffith as a volunteer. Coulsell
reported that the Library had one snow day, and was closed on Martin Luther King Jr, Day and New Year’s Day. Coulsell also noted that January 31 st would mark the end of the Food For Fines food drive. All items collected will be delivered to the Hickory County C.A.R.E.S. Food Pantry. This
food drive was an amnesty period, and non-perishable food items were collected in lieu of late fees and fines.
Coulsell will be working on the Annual Equalization Report due in February; this
report will reflect improvements and programs offered that were made possible by funding
provided by the Missouri State Library. Coulsell also reported than an anonymous donor via
the Friends of the Library has donated $2000.00 to cover the Library’s annual Liability insurance
payment because the Friends were, and are, limited in their fundraising capacity this year and last year due to COVID-19. The Library extends a huge thank you to that very generous donor.
Administrator Coulsell presented the Financial Reports for October: The balance as of January 25
was $161,821.20. This reflects the balance of both Library accounts. The Library has
received both December and January tax payments from the County/ and those payments are
reflected in this balance. Brenda Charles moved to accept the Financial Reports for December as
presented. Ernest Jenkins seconded, and the motion carried unanimously.
Coulsell presented the Circulation Report for December. The Library had 15 new cards during the
month of December, with a Total Circulation 3315. There were 50 checkouts in the Hoopla database and a Total Circulation for the year of 39,872 total items.
Under President’s Report - President Shelly Aubuchon welcomed new Board Member, Eleanora
Smith to the Library Board. Smith will fulfill Hal Geltmacher’s term ending June, 2021.
Under Library Association - The Library’s roof has been completely replaced by Cedar Creek
Roofing. Administrator Coulsell reported that the Annual USDA Report is due on February 28th.
Under Old Business - It was noted that the second Little Sharing Library would be delivered to
the Wheatland City Hall after the Board meeting, later that day.
Under New Business - Administrator Coulsell presented the Fourth Quarter Balance Report.
Brenda Charles moved to accept the report as presented; Ernest Jenkins seconded. and the motion
carried unanimously. Also Under New Business, Administrator Coulsell reported that the Library’s six wireless hotspot units would be available to check out later in the week.
Regarding this, Ernest Jenkins moved to add the following policy to the Library’s checkout policy and procedures:
Wireless Internet Hotspot Policy - The Hickory County Library offers six individual wireless
hotspot units. These units are available to check-out for a period of seven days. If after seven
days an item is not returned, the hotspot will be disabled, and a $10.00 fine will be imposed for
disabling the item. Items can be renewed to an individual provided there is NOT a waiting list.
Upon checking these items out to an individual’s library card, there will be a $20.00 deposit on
each item. Replacement cost of lost or unreturned item will be $80.00 per individual unit.
Only one unit per household will be permitted to be checked out. If the item is not returned to
the Hickory County Library, the patron or family responsible will have loss of Library privileges
for a period of thirty (30) days.
Brenda Charles seconded the motion, and the motion carried unanimously.
Also Under New Business - President Shelly Aubuchon addressed Department of Revenue forms
126 and 2827 and called for a motion of action. Brenda Charles moved to approve Administrator Stacy J. Coulsell, as the acting Power of Attorney for the Hickory County Library and to update and complete forms 126 and 2827 to represent the Library for continued payroll reporting through the Missouri Department of Revenue. Ernest Jenkins seconded and the motion
carried, unanimously.
Having no further business and hearing no public comment/ the meeting adjourned at 12:05pm.
The next meeting will be February 15, 2021 at 11:00am
