December 2022 Regular Monthly Meeting

Monday, December 19, 2022

The Regular Meeting of the Hickory County Library Board was held December 19, 2022 at
10 am in the Hickory County Library Community Room, at the Hickory County Library,
18376 New Hermitage Drive, Hermitage, Missouri, 65668.

President Shelly Aubuchon called the meeting to order at 10:10 am.
Members present were:
President, Shelly Aubuchon
Vice-President, Ernest Jenkins
Treasurer, Brenda Charles
Secretary, Judy Baker
Trustee, Eleanora Smith
Stacy Coulsell, Library Administrator
Secretary, Judy Baker was absent.
Attendance was taken via the expense voucher.

Brenda Charles moved to accept the Agenda as presented. Ernest Jenkins seconded and the
motion carried unanimously.

Ernest Jenkins moved to accept the minutes from the November Regular Meeting as read;
Eleanora Smith seconded and the motion carried unanimously.

Library Administrator Stacy Coulsell gave her monthly Administrator’s Report. Coulsell
reported that the Library had received the 2023 portions of State Aid, Athlete and Entertainment
Funds and Equalization Funding. Coulsell reported that the annual Statistical Report due in to
the State Library had been submitted. Administrator Coulsell reported that the Library had
hosted a Children’s Puppet show on Saturday, December 3, 2022, presented by Stone Lion
Puppet Theater of Kansas City, MO. Administrator Coulsell reported that the Library had two new employees, Mary Schultz and Donna Thomas.

The balance as of December 19, 2022 was $79,280.85. It was noted that this includes the December tax collection from the County. Eleanora Smith moved to accept the Financial Reports for November as presented. Ernest Jenkins seconded and the motion carried unanimously.

Coulsell presented the Circulation Report for November. The Library had 10 new cards with a
Total Circulation of 3057 in November.

Under President’s Report-there was none.

Under Library Association Report - Community Room carpet has been installed.

Under Friends - It was noted that the Friends of the Library had a presence in the Hermitage Christmas Parade and had represented the Library at the Light the Park, Pomme De Terre Dam light display.

Under Old Business – It was noted that the Equalization funding for the fiscal year 2022 had been expended.

Under New Business - Administrator Coulsell presented the 2023 Fiscal Year Budget. Eleanora Smith moved to approve 5.5% wage increase to hourly paid employees to accommodate a consistent wage bracket in ratio to the minimum wage increase anticipated for 2023. This also includes a 5.5 % increase to the Library Administrator’s salary. Ernest Jenkins seconded and
the motion carried unanimously.

After reviewing the 2023 Fiscal Year Budget, Ernest Jenkins moved to accept the Proposed Budget as presented. Brenda Charles seconded and the motion carried unanimously.

Hearing no public comment and having no further business, Brenda Charles moved to adjourn the meeting at 10:50am. Eleanora Smith seconded and the motion carried unanimously.

The next meeting will be January 23. 2023 at 10am.
