February 2019 Regular Monthly Meeting

Monday, February 18, 2019

The regular meeting of the Hickory County Library Board was held February 18, 2018 at 10:00 am in the Hickory County Library Community Room, at the Hickory County Library, 18376 New Hermitage Drive, Hermitage, Missouri, 65668.

President Hal Geltmacher called the meeting to order
at 10:10am.

Members present were:

Stacy Coulsell, Library Administrator

Attendance was taken via the expense voucher.  Also in attendance was member of the public, William McBrayer.   After reviewing the agenda Shelly Aubuchon moved to accept the Agenda as presented, Traci Brown
seconded and the motion carried unanimously.

Library Administrator Stacy Coulsell presented her report. It was noted that the Preschool and Head Start Story Hours
continued.  Coulsell presented the Library a partial listing of programming to be held at the Library this year, she also updated the board on status of performers for summer and holiday programming. In further discussion of programming the Library will host a patron appreciation day on June 1 with giveaways and OakStar bank will provide
refreshments.  She reported that she was seeking media licensing to continue the efforts of movies shown on the
Courthouse lawn on special events and potentially to host summer matinees in the library facility. Coulsell noted that she had completed the annual Workman’s Compensation payroll audit. Coulsell has submitted the Equalization report for 2018 to the Missouri State Library.

Administrator Coulsell presented the Financial Reports for January.  The balance as of January 31, 2019 was
$141,168.00 this reflects the balance of both the Library accounts, this includes the January tax payment from the Hickory County Treasurer’office. After hearing the Financial Reports for December,  Judy Baker moved to accept the Financial Reports as presented. Shelly Aubuchon seconded and the motion carried unanimously.

Coulsell presented the Circulation Report for January. The Library had 31 new cards during the month with a Total Circulation of 3717. Noting highest check-out on record for the e-book circulation. Also noting the Library was closed all day January 1 and January 21 for holiday, and January 12 for a snow day.

Under President’s Report there was none.

Under Library Association, it was reported that the annual USDA report was to be submitted by February 28, 2019 it will include 2018 fiscal year totals and an audit of those records.

Under Friends it was noted that the Friends of the Library will host a Spring Book Sale the week of April 8, 2019.

Under Old Business, Library Board President Hal Geltmacher stated the need for clarification of the 2019 Fiscal Year budget that was presented in December that has been approved and submitted to the County Clerk’s office and State Library.  The board revisited the issue of the payroll wage increase to both hourly and the salaried Administrator. It was noted that these needed to be voted on as two separate line items and to be approved as two separate motions.

Shelly Aubuchon moved to approve the suggested wage increase for the Library’s hourly wage employees to be in compliance with the 2019 minimum wage law.  Judy Baker seconded, and the motion carried unanimously.

Traci Brown moved to set the wage of Library Administrator Stacy Coulsell at $34,944.00 for 2019.  Gerda Fitts seconded and the motion carried, unanimously.

Under New Business there was none.

Public Comment—William McBrayer was in attendance to the regular meeting of the Board. McBrayer requested to give praise to the Library for their continued efforts in children’s programming and continued service to the community.
McBrayer extended his appreciation for Library Administrator Coulsell in her service and dedication to both the Library and the county.  McBrayer also presented the Board with a listing of future programs that he wishes for the Library to offer.

Having no further business the meeting adjourned at 10:55am.
